The answer in detail

06 and 07 correspond to French mobile lines, the only ones able to receive an SMS from the gateway. A landline (01 to 05) or a special number isn't eligible: these lines don't pick up the SMS in the same way.

The format check is instant: a mistyped number, too short or outside 06/07, is refused before it even goes out, which saves you a lost send.

For foreign mobiles, the gateway doesn't handle international routing: the free scope stays national. It's a choice of reliability, a foreign SMS following different routes and rules.
