The delivery report, or DLR, is the notice returned by the network stating whether an SMS indeed reached the targeted phone.

Going deeper

The Delivery Report goes from the network to the sender to deliver the fate of the send: message delivered, still pending, or failed.

It remains to grasp its exact scope: a DLR certifies that the message reached the handset, not that it was opened or understood. It's transport data, in no way a read receipt.
